The Gathering Storm
Preparing Together: Uniting Communities Against Emerging Threats

about the program

The Gathering Storm is a groundbreaking initiative addressing the critical gaps in our nation’s preparedness for emerging terror threats following the botched Afghanistan withdrawal. Through an unprecedented public-private partnership, this project fosters collaboration across federal, state, and local levels to identify threats and implement best practices.
Our mission is to sound the alarm on the resurgence of terrorism and provide actionable solutions to protect our communities. Through comprehensive studies, supplemental resources, and a persistent engagement strategy, The Gathering Storm keeps the conversation alive across digital and traditional platforms.

The Impact

Saving Lives

Proactive preparation and community vigilance can reduce casualties, thwart terrorist plans, and create safer environments for all Americans.

What Terrorists May Do and Who They Might Target

Domestic terror attacks require proactive measures, as terrorists target vulnerable public spaces to maximize casualties. Possible targets include large public events, transportation hubs, religious institutions, government buildings, and "soft targets" like malls and schools. These areas are especially vulnerable to attacks designed to create chaos and fear.

Why it matters
Terrorist organizations are leveraging the aftermath of the Afghanistan withdrawal to grow in strength, posing significant risks to our national security and communities across the U.S.
We may be done with Afghanistan, but they're not done with us. It's not done with us. And so what you can bet on is that they are going to outdo the last attack, and they are going to do it at such a level of emotional impact that we will have no choice but to respond, because it's going to take us into a sympathetic state of retribution.
